American and Canadian Driver's Licenses

In your "American and Canadian Driver's Licenses" section you state that "American and Canadians now have up to a year to drive on their existing licenses and can than exchange them without having to take a test." Where is your source for this info? I can't find any additional information on this. When and where is the latest information on this?
